Moyasee 61978070de fix(python-rpc): reduce startup latency and harden readiness

Increase RPC readiness wait to 10 seconds, defer non-essential Python imports and bootstrap work until after the server begins starting, and include missing frozen runtime dependencies to avoid startup-time packaging warnings and false healthcheck failures.
